The fertile human imagination is sometimes limited only by the means available to achieve its ambitions. Right here in Québec City, all kinds of visionary projects never did materialize. The project for a third connection between Québec City and Lévis is not at all a new idea. This 1970s postcard shows that the idea to build a tunnel has be in the collective imagination for years. Mayor of Lévis Adélard Bégin raised the possibility in 1947 when plans for a bridge linking Lévis to the Citadel area were deemed unaffordable.
